National Convention (NC)

The National Convention is the highest decision-making body of the BCM. It convenes once every five years and is responsible for the formulation, reviewing, discussion, amendment and adoption of the Constitution of BCM and all other policies, regulations and programmes of the organisation. It supplements the NLC and may suspend or expel any member, including the President.

Attendance: NLC members, PLC members, Regional and Constituency Officials, deployed members, Branch delegates, and leaders of affiliated organisations.

National Leadership Collective (NLC)

The national leadership tier, comprising the National Leader/President, Deputy President, National Chairperson, Secretary General and Deputy, National Organiser, Treasurer, Chaplain, Council of the Elderly, and Representatives of the Royal Houses and of the Council of Traditional and Religious Leaders of SA. Provincial Leadership Collective (PLC)

Mirrors the national structure at provincial level: Provincial Chairperson, Deputy Provincial Chairperson, Provincial Secretary General and Deputy, Provincial Treasurer, Provincial Chaplain, Provincial Council of the Elderly, and Provincial Representatives of the Royal Houses and of the Council of Traditional and Religious Leaders of SA.

The Provincial Chairperson presides over all formal meetings of the Provincial Officials, ensures quorum requirements are met, agenda items are followed and procedures strictly observed, validates minutes and official records, and upholds accountability across provincial officials, deployees, and provincial structures.

The Provincial Treasurer leads financial management — budgeting, expenditure tracking, and alignment with internal controls and BCM’s broader financial policies — leads fundraising strategy, cultivates relationships with funders and solidarity partners, reports on resource mobilisation to Provincial and National Officials, chairs the Provincial Fundraising Committee, organises donor engagement and visibility campaigns, ensures fundraising adheres to BCM’s governance and political integrity protocols, and advises the President’s Office and Secretary-General’s Office on strategic resource opportunities and risks.

Regional Leadership Collective (RLC)

Regional Chairperson, Deputy Regional Chairperson, Regional Secretary General and Deputy, Regional Treasurer, Regional Chaplain, Regional Council of the Elderly, and Regional Representatives of the Royal Houses and of the Council of Traditional and Religious Leaders of SA.

The Regional Chairperson presides over formal meetings of Regional Officials, ensures quorum, agenda and procedure are observed, validates minutes and records, and upholds accountability among regional officials, deployees and structures.

The Regional Treasurer carries the same financial management, fundraising, donor relations and reporting responsibilities as above, scoped to the region, and chairs the Regional Fundraising Committee.

Constituency Leadership Collective (CLC)

Constituency Chairperson, Deputy Constituency Chairperson, Constituency Secretary General and Deputy, Constituency Treasurer, Constituency Chaplain, Constituency Council of the Elderly, and Constituency Representatives of the Royal Houses and of the Council of Traditional and Religious Leaders of SA.

The Constituency Chairperson presides over formal meetings of Constituency Officials, ensures quorum, agenda and procedure are observed, validates minutes and records, and upholds accountability among deployees and Constituency structures.

Branch Leadership Collective (BLC)

Branch Chairperson, Deputy Branch Chairperson, Branch Secretary General and Deputy, Branch Treasurer, Branch Chaplain, Branch Council of the Elderly, and Branch Representatives of the Royal Houses and of the Council of Traditional and Religious Leaders of SA.

The Branch Chairperson presides over formal meetings of Branch Officials, ensures quorum, agenda and procedure are observed, validates minutes and records, and upholds accountability honoured by all deployees and branch structures.

BCM will embark on a process of identifying and grooming potential future leaders within its structures. Through the Political School, leaders in the levels of the organization will be able to ascend to the ultimate position of a National Leader/President.
